One mother's nightmare prompted her to create a piece of legislation which she is physically walking across the country to Washington DC to promote its passage. The TCI-ICE Bill, which stands for Timothy Caused Just In Case of Emergency, requires institutions to contact parents if a child is being detained in any kind of educational institution as a result of illness.
