Will Arming More People Reduce Violence or Add to It?

As States review their gun laws in wake of yet another mass killing by a lone shooter, some say that the answer is a ban on assault weapons while others say that the answer is to allow all citizens to carry concealed weapons in order to "even the playing field." Is this insane or what? Do we need to pack a pistol along with a bag lunch for our elementary school children?
