Aristotle said in a pure democracy the poor get together and take property of rich.  James Madison made sure in the Constitution and formation of legislature, that safeguards were in place to protect the ruling class.

Like Aristotle, Madison argued - there are only two ways for democracy and business elite to co exist:

Reduce inequality or muffle democracy.  Don't allow the poor to be tempted to take control.

The 1960s and 70s were a watershed 

The once passive population organized and pressed demands agst. the status quo.  Activism was involved in decision making thru their efforts.

Women's rights and recognition of Earth movement changed our relationship to environment.

The national consiousness changed.
