Four days ago the Ukrainian Parliament has approved new regulations on martiallaw, which allows for extrajudicial detention and relocation of Russian. Today, Ukraine says rebel forces are being helped by regular Russian troops. Ukraine's military says its forces have captured two Russian soldiers fighting with rebels in EasternUkraine. The soldiers were members of Russia's elite special forces and seized in Shchastya.
