Daniel Hatcher, University of Baltimore law professor and author of The Poverty Industry: The Exploitation of America's Most Vulnerable Citizens, has published a shocking, incisive book that reveals an extensive, intricate system that "mines" children from poor families. Children populate foster care, treatment centers, and juvenile jails, while their federal funds are used to pay private revenue maximization actuarial businesses and to line state coffers. These private businesses also profile for child support!

Hatcher writes, " 'revenue maximization' contractors help foster care agencies take over a quarter of a billion dollars each year from abused and neglected children... increase the number of foster children who are designated as disabled in order to obtain their disability benefits...search for children with deceased parents and take their survivor benefits." They " hire contractors to maximize and divert federal aid...contracting with states to increase the federal funds, private companies often contract with the federal government to reduce payout of those same federal dollars."
