The Fourth Branch with Debbie Carroll: Child Support: Safety Net or Weapon?  Thursday, May 5, 2016, at 6-8 p.m. Pacific, 7-9 p.m. Mountain, 8-10 p.m. Central, and 9-11 p.m. Eastern. Our guests tonight include Philly Slim and Michael Hering, and other parents who have been court-ordered to pay child support, notwithstanding the loss of access to their children. The discussion will look at family court actions that include the use of debtors' prisons and Department of Motor Vehicles surveillance.  We will examine the use of Title IV-D funding and additional child support funding to forgive and defer arrears, and other inequities in the system.
