What does it mean to be born of the water?

There isn't must teaching on the power of water cleaning after you believe in Jesus Christ God's only begotten Son.Many other religions has adopted the sermony as a prove that they love there god.But is there any power to bring new enter birth to thier spirit man.Or to remove that sin you committed before God.
