With the nomination of three new Justices for the Federal Appeals Court in the District of Columbia, President Obama has thrown down the gauntlet, daring Republicans to block them.  And Democratiac constituencies have warned Senate Leader Reid to change the rules to the Republicans from  filibustering or lose their supporft.  Who will win?  Dave Johnson tells us about the battle lines and the combatants in segament 2.
