When should we have a baby - who decides?

Tonight we talk about having children...when is the right time and who decides? 

Women have always had the final say about bringing children into the world. However in the UK recently a 24 year old man has decided to take the matter of creating life into his own hands by looking for a Surrogate for his seed. He says he will adopt the child and leave the woman completely out of the process. This is now a matter for the courts. 

What say you?

Men have told me stories of women who try to cut their condoms or lie about birth control. Have you been forced to be a parent against your will?

 If you are a man are you tempted to do the same thing, do you want more control over the process? 

Are Men saying women are no longer fit to raise their children?
