Sandra Stahl, CPA

Sandra Stahl, CPA is a partner of the accounting firm, Swan & Gardiner, LLC.  Sandra specializes in business and personal income tax, business consulting, and planning.  She administers and oversees the operations of a firm serving over 2,500 clients and employing more than a dozen individuals.

Sandra has lived most of her life in Las Vegas, NV.  She graduated from UNLV in 1991 with a B.S. degree with an emphasis in accounting, and obtained her Master’s in Business Administration in 1996.  She received her CPA license in 1993 and for more than 20 years, she has lent her expertise to a wide variety of local and national businesses. 

In addition to being a partner at Swan & Gardiner and practicing accounting full time, Sandra is a member of the AICPA and the NSCPA.  She also serves on the board of directors of a non-profit organization providing recovery assistance to individuals suffering from substance addiction.

Scott Kipper

Scott Kipper was reappointed Commissioner of the Nevada Division of Insurance on October 24, 2011. He previously served as Nevada Insurance Commissioner from December 2008 to June 2010.

Commissioner Kipper has vast experience as a regulator. He has served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance, and as CEO of the State of Louisiana Office of Group Benefits. He also previously served as the Oregon Insurance Administrator.

Commissioner Kipper also worked as the Senior Regional Director for the Health Insurance Association of America and America’s Health Insurance Plans from January 2001 through August 2005, where he led legislative and regulatory efforts in a number of states, including Oregon, California, Texas and Colorado.
