Does Child Support replace parenting duties?

There are a lot of single parent households, and unfortunately the parents of the children are at the point where they can't bear to be in the same room with each other. And instead of splitting the time to raise the child, they decide to allow the court/government to get involved with their parental rights, employing the likeliness known as "Child Support" to ensure that the child financial needs are met. However, some parents feel that as long as they pay the fee, then they're not obligated to spending time, we want to know how do you feel?
