Does The Government Profit From The Early Deaths of African American Males?

Citizens erupted in protest over no charges filed in Eric Gardner's choke hold death at the hands of police. What do people hope to accomplish with acts of civil disobedience? Many African American males die at young ages from violence from police, but also often the die at the hands of other African American males. We have laws against criminals. But Is it possible to create legislation to protect citizens from wrongful death at the hands of police? African American males are dying at early ages, with a life expectancy so short in some cities, the men will never live to collect their social security or retirement benefits. Is that by design? How do we create laws or enforce existing laws that protect health, safety and life?
