Prez Bush vs. Prez Obama rollouts; Gop cheating again with electoral college

We continue discussing the roll out of the Medicare Part D prescription drug law (109th Congress) versus the roll out of the Affordable Care Act (Obama Care) and the 113th Congress.  Some lawmakers who served in the 109th Congress are now serving in the 113th Congress.  Why are reactions different when the problems were exactly the same.

Some states are now trying to change the way the electoral college is assigned. Why now? It's obvious the GOP has plans for the next two presidential elections. Stay tuned!
