Speaking to a woman or man in Public.....Is there a certain approach ?

Next Saturday we are talking about approaching the opposite sex when out and about. Is there a right way? Why is it when you pass a woman out on the street and you speak she acts like she can't speak back? When a man speaks to you does that atuomatically mean he is trying to holler at you?
