Carl Dix is a long time revolutionary leader who says racially disparate mass incarceration amounts to a slow genocide that is breaking the bodies and crushing the spirits of countless millions of people. Carl has issued a Proposal for action to stop torture in US prisons as part of ending mass incarceration overall.
