Chapter 19 describes Isaiah's prophecy of Judgment of Egypt, and chapters 30 and 31 declares WOES on anyone from Judah who would join up or Aly themselves with Egypt because Assyria is planning an attack on Judah. Anyone who thinks that Egypt or anyone else can deliver them out of the hands of the Living /God is in for a ver Loud and powerful awakening. 

King Sinnacherib of Assyria was taunting Judah for trusting in Egypt as their helper. Even the Assyrians knew that Egypt would not be able to help Judah. The Rabshekah that went to Hezekiah with the taunting that Sennacherib was actually an Ambassador or spokesman for the King. Rabshekah represents the position of title of the one holding that position... Ambassador or spokesperson for the King.
