Can gay white people raise strong black men?

Many youth are brought into states custody for a multidue of reasons. Some of the youth are placed in residential treatment facilities, group homes and foster care. With awareness being made of what white privillage, equality for gay people, and the conditions of black men, a question is asked, "can gay white people raise black boys into being strong black men?
