Mrs Engwase Mwale is the Executive Director for Zambia's Non-Governmental Organisations Coordinating Council (NGOCC). She has been at the helm of the organisation for the past few years as an advocate for gender equality and equity in Zambia. The organisation is active in championing the empowerment of women and the advancement of the status of women in the country. Her work
in community mobilisation with member organisations in both rural and urban settings has contributed to her engagement with women of diverse backgrounds, especially having undergone training in advocacy and citizen engagement, gender and development and community reporting for impact. NGOCC has been a vocal critic of the National Constitution Conference (NCC) and did not participate in the process. In their analysis the provisions of the NCC Act were not entirely clear about repealing and replacing the current constitution or even about holding a national referendum to include the expanded Bill of Rights (which is a requirement under the law).  
With the recent defeat of the Constitution Bill in Parliament, NGOCC has renewed its call for a new constitution that will respond to the needs of the remotest and marginalised communities.
