Statewide Program Consolidation

Delivering accessible, seamless, integrated workforce services requires alignment of a state’s agencies with its workforce partners to meet the needs of employers and job seekers. Increasingly, states are looking toward consolidation and integration of workforce and state-run programs in order to accomplish these strategic goals. Pennsylvania, North Carolina, and Nevada are among several states currently consolidating and integrating agencies. In 1995-1996, several years before WIA was enacted, Texas was one of the first to consolidate when it created the Texas Workforce Commission, bringing together 10 agencies and 28 programs under one agency brand. Diane D. Rath, currently Head of Service Delivery for Rescare Workforce Services, Inc., served as the chair of the Texas Workforce Commission during this period.
