In meditation, what is the watcher? Is it the “screen” in the mind, a door to universal consciousness, or something else?

Just pause, breathe deeply, let go, and be aware. And rest in that awareness a few moments. Take it in, within you.

You use thought to choose. The exercise of your choice is “free will”. The easiest way to watch the watcher is to become aware of the most conscious part of yourself. Most people identify with the notion of being a conscious doer with free will.
You need only begin to notice that thoughts live in you, rather than you live in thoughts. You begin to then identify as Space for the world and all its contents, rather than identify with the content itself. You begin to see that without you, nothing is — the world depends on you (not your body or personality — but YOU), while you depend on nothing whatsoever. You are Capacity for the world. You are the Awakeness in which it (the world) is known.
“Watching the watcher” would always end up confusing and getting lost. That’s because it is finding a state and trying to hold onto here is prior to all states.
