Rules of the road are fine. That's where the company policy on social media comes in. Heck, you could even require employees to attend a training or take a test and get a "license" before they engage in this realm on behalf of the company. But blocking access to sites is like building cars that won't go above the speed limit, or controlling them remotely instead of leaving the driving up to the driver.
