Mental & Political Mindsets (Waiting on others to Think First)

It seems to me that many individuals isn't as creative as they claim to be. Mentally, why do people avoid getting involved,working/supporting one another, and yet uses other peoples ideas to make themselves look important? This samething happens in the Political field where everyone tries to play games. Is this called trying to use someone? Is this one of the many reasons why we are struggling, due to the fact that we wait on others to move first? Try stepping out of being in denial.
