Karen Gordon Mills is the relatively new Chief of the U.S. Small Business Administration under President Obama’s administration. What is the SBA doing for small business owners, and women in particular, under Mills’ leadership? Congress mandated in 2000 that 5 percent of federal contracts should go to women business owners but in 2009 the actual percentage of federal contracts awarded to women is around 2 percent.
