What allows so many people to remain silent about abuses they see (bullying, harrassment, physical violence, etc.)? How is it that folks can know about bad child abuse, partner abuse, sexual predators, inappropriate behaviors and turn a blind eye? What is going on?

Do people tend to empathize with the perpetrator? Is it that they don't want to "ruin" that person's life?
