During chattel-slavery, slave patrols and plantation police were used to terrorize Black Africans and keep them oppressed. And every white man was the master of the Black man and woman; their slaves or not. And they could whimsically beat, shoot, rape and kill the slave. After slavery, this social norms is pervasive and is in someways worst today.
