What does it mean to be enlightened? And how can you tell if someone is enlightened?

As of the last few days, I have found much conversation surrounding Barack Obama and is works as president elect. One of the most popular and controversial of topics surrounding Obama is the question, is he an enlightened being? My answer is yes.
