Housing and Urban Warfare: Residents Confined in Albany, NY

I am joined by eyewitness Lauren Manning who experienced a drill carried out in residential housing which included the elderly and children.  There were flashbangs, gasmasks, and AR-15's used, and residents were confined to their houses, and threatened with arrest if they desired to leave.  Is it acceptable to confine people to their homes who have broken no laws?  CALL IN's WELCOME
