John Dewey (1916), writing at the turn of the century about the critical interplay between democracy and education, noted that public schools were designed to reflect the "needs of existing community life"...improving the life we have in common so that the future shall be better than the past". The school was to be more than a place for transmitting knowledge; it was to offer hope for creating a better, more just and equitable world.
