Nacodemus was a Pharisee, a ruler of the Jews, who identified Jesus as a man teacher and not as God. He was born of water which spoke of his natural fleshly birth. Jesus said to Nicodemus, If I have told you earthly things, and you believe not, how shall you believe, if I you Heavenly things ( John: 3-12) ?. As a ruler of the Jews, he should have believed in earthly things, understanding tyres and historical events from the Old Testament teachings; however, he could would not believe Earthly nor Heavenly things. He was so blind that he did not see nor believed their lessons.
