Test Driving: Sex Before Marriage, Yay or Nay???

I got a message from a listener with the following:

"I have been with my boyfriend for 2 years, we have never had sex, he says, we should wait for marriage which I think is really noble. The problem though is every time, we hug, cuddle or kiss, I have never felt his member rise or move at all!!! Could there be a problem with him 'down there'??? I don't want to have to find out after marriage and be stuck with an 'action less' guy!!! Should I ask for a test drive??Please help!!!!
