This legislation will immediatley bring into effect changes to the U.S.'s longstanding lack of basic healthcare coverage for all its citizens. Coverage is projected to commence in 2014. Currently, there are 32 million people without health insurance, roughly 83 per cent of citizens. When fully phased in, 95 per cent of eligible Americans will have a federally prescribed minimum level of health care. Health Insurance Mandate - 1) All Americans (with some exclusions) will be required to get health insurance or else pay a fine. There is an exemption for low-income people. Mandate takes effect in 2014. 2) Employers and individuals can shop around for health insurance in soon-to-be created health insurance marketplaces. 3) The federal government will expand Medicaid and close current existing gaps. 4) Employers with more than 50 employees will be forced to provide coverage for all, or pay a fine. Health Insurance Reforms - Starting in 2010, health insurance carriers are forbidden from placing lifetime dollar limits on policies, from denying coverage to children
