Why does America help others before we help our own citizens?

It seems that whenever there's a crisis anywhere else in the world, America & Americans are the first in line to lend a helping hand but when it comes to our own citizens (unless it's a catastrophic event)we pretty much let people fin for themselves.Is this kind of thinking spawned from our Government? remember Katrina (New Orleans) how horrible our response time was to this event? the help we didn't provide? Kanye West saying "President Bush doesn't like Black People" you take this event versus any catastrophe you can name outside of the United States and our response time & financial commitment is monumental in comparison.
