In November 2007 the Office of Management and Budget issued a memorandum that required government agencies to reduce the number of external connections currently in use by the Federal government. Called the Trusted Internet Connection of TIC, the driving force behind this was the desire to limit the risk exposure of the federal government and improve its incident response capacity in light of the ever-growing number of attacks launched against U.S. government web sites.
