Alex Nowrasteh, the immigration policy analyst at the Cato Institute’s Center for Global Liberty and Prosperity proposes  a solution to the argument against immigration reform over whether or not it costs taxpayers to support undocumented aliens: wall off welfare to aliens, not the border.  They can come into the country, but they can't access its benefits.  What do you think?
