Were the Gentiles Required to Keep Torah?

Are there two separate laws for two people joined together in Christ? If we study the New Testament, we will notice that clearly one group of believers are excluded when the question of keeping the law came up. Yet, they are joined together with the remnant in Christ. How can we account for one group keeping the law and circumcision and the other not.
