traffic traps - have you been trapped ?

esp. at dusk, when its not sunset yet, headlights off, the rotary has a stop that is offset 14 feet from the road side edge .. 

officer is awaiting  unfamiliars .. i had never, to my recollection been in this place called 'the highlands' .. 

rotaries are supposed be yields, not stops ...
