The Alliance, a national advocacy group, favors treatment rather than arrest or imprisonment for people suffering from drug dependency.

The statistics among african americans indicate blacks have the highest OOW birthrates, highest infant mortality rate, highest rates of unemployed, high school dropouts in the country.
