He lacked the necessary skills, education, and experience in the world of business. Because of his ignorance, he had taken risks he could ill afford to make.
Being a hustler requires the ability to adapt to the ever-changing environment and to expect the unexpected. He was quite capable of adapting to the varying conditions that would arise in the street environment.
Like a fish out of water, he was out of his element unable to adapt to life outside of that environment.
