MORALITY: What is it, and can you Legislate it?

In this election year, many place a great significance on moral issues: (i.e. abortion, gay marriage, etc..) But what IS Morality?  Can a non-christian be a moral person?  Can it be legislated? When choosing a President, what role should moral issues have? Will passing laws against gay marriage affect the morality of homosexuals?  Will reversing Roe V Wade, keep women from having abortions?  What role does morality have in politics, and even our view of each other as human beings?
