The level of duplicity involved in deception is not a science for the inept Understanding the intricacies of process is extremely important in creating a scenario that is both palable and acceptable to the intended target. Process, in of itself,is necessary in setting up a catalyst which is indispensable to charting the correct couirse ensuring a visceral receptivity which is vital if disinformation is to adequately impact the mind(s) of the intended target Eventhough psyops operations are frauded upon in the borders of North Americs, this constitutional assurance has been largely abandoned as increasingly more and more political and/ or military leaders insist dilution of information is both desired and necessary Henry Kissinger, former Secretary of State ,best sums it up when he says, " information is vital to popular movements" The implication being less information assures a compliant as well as docile population The impact is not only the problem of ill-informed electorate but the undermining of democracy
