The Response: Q4: What do we mean when we talk about “civic engagement”?

What do we mean when we talk about “civic engagement”, and can it be effective. Are certain things merely tools adopted by the left and right when they want to be in opposition, or are they inherently different. I’m thinking about the Resistance’s use of opposition tactics and how we use apps to email our reps, for example.
