I am almost ashame to even address this question.  Because a simple reading of Scripture proves that the answer is YES.  Anyone who can pick up a concordance will see that the word episcopos or bishop is found in Acts 20:28 - the Holy Ghost has made you episcopos or bishops (bishop and overseer are one and the same) to feed (poimen or pastor or shepherd) the church of God.

Not one time in Scripture is someone called PASTOR in the NEW TESTAMENT.  But we have word four PASTORAL EPISTLES.

The Bishop is the PASTOR found in Ephesian 4:11.

Note the Apostle Paul mentions two types of elders in 1 Timothy 5:17 that RULES the local church - the ruling elder and the elder that labour in WORD and DOCTRINE aka the BISHOP/Pastor.

Paul writes Timothy and Ephesians to the Church at Ephesus.  

We need to stop trying to interpret Scripture with the MESS from today and look back in time and see how they saw the Bishop then.  There are enough records and writings out so as the scriptures says -- brethren you would not be ignorant.
