There is no reason to be unsafe with a firearm at any time or anywhere!  When an accident or incident takes place with a firearm(s), 99.99% of the time it is NOT the gun's fault... Its the person with that gun who is generally to blame.  And so why is this?  Some people call a gun related incident or event an "ACCIDENT".  While yet others who are more learned in training and in gun safety will call it what it truly is... NEGLIGENCE!

What about the gun ranges, (both indoors and outdoor gun or shooting ranges)?  Gun ranges, for the most part, have shooting range rules governing a clients or customers shooting related activities.  

But is that enough?
