Concealed Carry - Rules of Engagement For The Armed Citizen

(Episode # 3)

Concealed Carry Holders are armed citizens. They are the ones who passed background checks, mental health evaluations, interviews and even had their fingerprints taken.  But what makes them, the armed citizen, safe in carrying a handgun around with them for self defense?  Not all states requires that a person be able to shoot a gun (effectively), if at all.  Some states requires that you sit through a class with a certified instructor, write a test, then shoot a qualifying score at the gun range. Others allow you to take an interactive program online, answer a few questions, then once you passed their online test, you are awarded a certificate. So now you can apply for a carry permit even though you don't even live in that state.  

But what are the laws? And what are the Rules of Engagement for the Armed Citizen?
