Traffic Control-When Can Private Security or Flaggers Direct or Control Traffic?

Most states regulate traffic control on public roadways but not on private roads, business or shopping complexes or private schools.

However, state regulations vary from state to state as to when or if private security officers or flaggers, private traffic control agents or even part time law enforcement officers can control, direct, impede or otherwise stop traffic.
