In the Western states, gambling casinos are legal only on Native American reservation land and management. This year, Oregon citizens are voting on a pair of ballot measures to change the state constitution and allow private, non-Native American ownership of casinos -- basically, to open the way for a couple of white businessmen to open a new casino complex in Portland with backing by Canadian investors. Privately owned casinos in Atlantic City go back to the late 1970s. How have they fared? Are gambling casinos a valid jobs strategy in a recession economy? Do casinos unfairly hurt the poor and encourage addiction?
