Born in Itta Bena, Mississippi, Victer received both his Bachelors of Science and Masters of Science degrees at Alcorn State University in Lorman, Mississippi, and earned his Ph.D. at Ohio State University in Columbus, OH in the field of Animal Science/Nutrition! In 1991, he entered the field of biomedical research. As a practicing scientist since 1982 in agricultural research, he has worked as a Fishery Scientist (District of Columbia government), AIDS Researcher (National Institutes of Health in Bethesda, MD and DC Area clinics), and a Glaucoma Researcher (St. Johns Hopkins School of Medicine, Baltimore, MD).

Victer became a student of Islam in 1988 after hearing Minister Louis Farrakhan on videotape while working toward his Ph.D. He then began ministerial classes in 1990. As a minister, he served as Assistant Minister of Mosque Number 4 in Washington, D.C. in 1994; served as Minister of Mosque Number 57 in Norfolk, VA; and helped to establish a mosque in Alexandria, Virginia, which has become known as the only NOI Mosque in northern Virginia outside of Richmond in 1995. Victer is also the Author of Moments in the Mind of a Minister which was released in1988. Victer is the Father of six beautiful children, four boy, and two girls!
