Public Housing and Welfare: "More Harm than Good?"

Public housing is designed to provide low-income earners and their families with a place to live. It may include large high-rise buildings in the middle of a city or low-slung apartment complexes in rural areas. People turn to public housing when they cannot to pay for other forms of shelter; once they're residents, they can encounter disadvantages due to the living situation.
