Public housing is designed to provide low-income earners and their families with a place to live. It may include large high-rise buildings in the middle of a city or low-slung apartment complexes in rural areas. People turn to public housing when they cannot to pay for other forms of shelter; once they're residents, they can encounter disadvantages due to the living situation. Most of these problems stem from unpleasant locations for housing, safety problems, overcrowding, poorly maintained facilities, and lack of access to good jobs and schools.

The other problems associated with public housing are many public housing projects have developed problems with drugs and crime. The long-term effects of public housing on children is a matter of debate, and available evidence shows both negative and positive results for children in public housing projects.
