The appetite for cash derived from seizure of children, facilitated by warrantless seizures through police maneuvers, has been carried out silently. Crimes against vulnerable children and poor families has allowed the flourishing of a system of fraud and foster farming that has been perfected by bureaucratic shams. Rick Manuel, tonight's guest, has spent years aggressively pursuing the maze that constitutes institutional abuse.
