SOCIAL SERVICES OR SOCIAL PROBLEM THAT IS THE QUESTION

There are many departments with in the system, and one of the branches is ACS (Administration for Children`s Services), and DOP (Department of Probation). Why does the department of probation a part of ACS? Who is in charge of sending people to the Homeless shelters? Why are some people still living in thses shelters for years? How do you get out and become independent of the system. When does the social services become a social problem. Who are the GATE KEEPER`S, where do you report a problem? Who is WATCHING THEM?
